Working as part of the IT Team and reporting to the Technical Support & Project Portfolio Manager, the Telecommunications Administrator supports the administrative and academic needs of the Board by executing the IT Strategic Plan promoting Student Success and Learning. The Telecommunications Administrator’s responsibility is to plan, develop, implement, and manage the Board’s telecommunications infrastructures and service providers. This position is responsible for the maintenance, support and optimization of all telephony, public address, voicemail, and cellular communication systems/services. The changing nature of technology is directly reflected in the need for this role to continuously adapt to new software, hardware and processes.

LOCATION: Guelph Board Office (500 Victoria Rd. N, Guelph, ON)

SALARY RANGE: $24.45 to $30.56 per hour (35 hours per week)


The primary responsibilities of this role are:

 Manages and administers the entire telecommunications infrastructure and its associated software, including PBXs, call management systems, voice mail, interactive voice systems, and public address systems

 Manages the service provider relationships

 Leads the development of the telecommunications architecture

 Develops and executes project plans to move from traditional digital stand-alone PBX based telephony systems to IP based technology and centrally managed infrastructure

 Develops, implements, and maintains policies, procedures, and training plans for telecommunication systems administration and appropriate client use of the services

 Works with clients to establish service level agreements based on their requirements

 Assesses the need for any system reconfigurations (minor or significant), makes recommendations, and upon approval executes the change(s)

 Conducts research on products, services, protocols, and standards in support of telecommunications equipment

 Interacts and negotiates with vendors, outsourcers, and contractors to secure timely communications products and services

 Administers all contracts for telecommunications equipment and services

 Administers the cellular services contract including orders, configuration changes and support of the Board’s cellular devices (Apple, Android, BlackBerry)

 Prepares telecommunications budget recommendations

 Administers move, add, and change requests from clients including new service installations as required

 Monitors and identifies capacity and performance issues for telecommunications traffic to ensure continued, uninterrupted operation of telecommunications systems

 Generates telecommunications usage and inventory reports as required

 Prepares technical documentation and procedure manuals

 Ensures system configurations are backed up

 Develops and tests telecommunications disaster recovery plans 

 Interacts with technical staff to ensure the safe and proper installation of cabling, wiring, and other electrical hardware

 Provides end-user training as required

 Provides early morning and on-call technical support as needed

 Additional hours may be required beyond the regular scheduled hours in support of the UGDSB technology

 Other duties as assigned


The successful candidate will possess the following education and experience:

 Post-Secondary degree or diploma in information technology, telecommunications and/or 5+ years’ relevant experience

 Working technical knowledge of digital PBX, voice mail, interactive voice services, call management systems, and telecommunications accounting systems

 Working knowledge of IT systems, specifically IP based telephony

 Strong hands-on knowledge of the installation, implementation, and maintenance of telecommunications and voice/data equipment

 Working technical knowledge of current telecommunications practices, protocols, services, and principles

 Ability to research, prepare, and present cost estimates, budget reports, capacity forecasting, and systems upgrade recommendations

 Strong oral and written communication skills including presentation skills

 Excellent customer service skills to support positive interactions with clients, colleagues and vendors

 Demonstrates a positive, goal-oriented attitude in the workplace
